FUFA Disciplinary Panel Sanctions Express, Lugazi Player Over Misconduct
The FUFA Disciplinary Panel, sitting at FUFA House in Mengo, has delivered rulings on two separate incidents arising from recent Uganda Premier League matches involving Express FC and Lugazi FC.
In the case of Express FC vs NEC FC played on April 21, 2026, the panel reviewed an incident in which the ambulance at the venue failed to transfer an injured player (Richard Basangwa) dueto a mechanical issue.
Express FC was charged under Rule 39 of the FUFA Competition Rules for failing to ensure the availability of a functioning ambulance.
Upon review of submissions, the panel found Express FC in breach of Rule 39(4). The club has been fined UGX 1,000,000, payable within 14 days, and advised to strictly adhere to medical requirements to avoid bringing the game into disrepute.
In another ruling concerning Lugazi FC vs Kitara FC played on April 25, 2026, the panel examined the conduct of Lugazi player Leku Alfred.
The player was charged with improper conduct and misconduct against a match official after striking the referee with a water bottle.
The panel found Leku Alfred guilty of violent conduct against a match official, in violation of Rule 48(3) of the FUFA Competition Rules and Article 14(3) of the FUFA Ethics and Disciplinary Code.
He has been suspended for five matches across all FUFA-organised competitions, with the sanction taking immediate effect and to be carried over into the 2026/2027 season if not fully served.
With five games remaining to conclude the season, Leku’s campaign is effectively over.
Additionally, Leku Alfred has been fined UGX 500,000, payable before the completion of his suspension, and issued a warning regarding his future conduct.
These decisions underline FUFA’s continued efforts to enforce discipline and uphold standards across domestic competitions.
