Government Commits Billions to Upgrade Hoima City Stadium and Surrounding Infrastructure Ahead of AFCON 2027
The Government of Uganda has committed significant funding towards the development of Hoima City Stadium and its surrounding infrastructure as part of preparations for the 2027 Africa Cup of Nations (AFCON).
According to the AFCON 2027 Local Organising Committee (LOC), Hoima City Stadium will serve as one of Uganda’s two primary competition venues, alongside Mandela National Stadium.
Both facilities, together with their eight designated training grounds, are expected to be completed by January 2027.
To support access and mobility, the government has allocated Shs 213.76 billion for the upgrade of at least 47.53 kilometres of roads around the stadium and other key areas.
Of this, 29.5 kilometres will specifically cover roads in Hoima City, complemented by pedestrian walkways and street lighting to enhance safety and security for fans.

In addition, Shs 4.69 billion has been earmarked for the installation of dedicated electricity lines to key facilities, including Hoima City Stadium, to ensure reliable power supply during the tournament.
Water infrastructure in the city is also set for improvement, with Shs 6.25 billion allocated to upgrade the water grid capacity in Hoima City to meet the demands of AFCON 2027 facilities.
Healthcare services around the host city will receive a boost as well, with Shs 91.05 billion committed to upgrading regional health facilities, including Hoima Regional Referral Hospital, to meet international standards required by CAF, particularly in emergency and intensive care readiness.

Furthermore, Hoima City will benefit from Shs 6.55 billion dedicated to improving sanitation and environmental hygiene services during the tournament period.
The developments are part of a broader national strategy to ensure that Uganda meets all hosting requirements for AFCON 2027, which it will co-host with Kenya and Tanzania.
With Hoima City Stadium set to play a central role in the tournament, these investments are expected to not only facilitate a successful competition but also leave a lasting legacy in infrastructure and service delivery in the region.
The 2027 AFCON will be played between 19th June and 18th July 2027.
